Stephanie’s Commitment to District B

Priorities Shaped by Our Community

Harford County stands at an important crossroads. As growth pressures increase and state mandates expand, our community must remain focused on preserving what makes our county strong while planning responsibly for the future.

The principles below guide how I approach public service and how I intend to serve as County Councilwoman for District B. They also reflect the standards of accountability that constituents should expect from their elected officials.

Development and Land Use: For years, I have worked to advocate for responsible, infrastructure-aligned growth. Development decisions should reflect the priorities of our communities, protect farmland, open spaces and rural character. Ensuring that roads, schools, and public safety services can support new projects. Growth should strengthen, not strain,  the communities we call home.

Fiscal Responsibility and Taxes: Families and small businesses deserve predictable taxes and responsible budgeting. My background in financial oversight and auditing, during my military service guides my commitment to fiscal accountability, responsible spending, and long-term planning that protects taxpayers and avoids unnecessary tax increases.

Housing Affordability: Harford County should address housing needs through balanced, community-driven solutions. Not one-size-fits-all mandates from Annapolis. Local leaders are best positioned to align housing strategies with infrastructure capacity, community priorities, and neighborhood character.

Education: Strong schools are essential to our county’s future. We must ensure responsible funding for Harford County Public Schools while maintaining accountability and supporting teachers, parents, and students.

Public Safety: Public safety is the foundation of strong communities. We must continue supporting law enforcement and emergency services while maintaining fiscal discipline and accountability for taxpayers.

Economic Development: Harford County’s economy is built on the strength of Aberdeen Proving Ground, our farms, local manufacturers, and small businesses. We should strengthen partnerships with the defense and technology sectors connected to APG while supporting agriculture, workforce training, and local businesses that create good-paying jobs and keep our economy strong here at home.

My approach is simple: Protect our communities, Plan responsibly for growth, and Preserve the farmland, open space, and character that make Harford County special. That means supporting strong schools, maintaining public safety, and encouraging economic growth that strengthens families and local businesses. Harford County’s future should be guided by responsible leadership, fiscal discipline, and the voices of the residents who call this community home.

As your representative I will listen and make decisions alongside our community.
