    You might be surprised to learn that some of the decisions shaping growth in Harford County today go back over a decade.

    In 2016, the County Council approved the HarfordNEXT Master Plan. Master Plans guide how a county plans for growth and preservation.

    FLASCH Facts - Understanding the Development Envelope - Video 3

    The Development Envelope is the area the county designated for most development in Harford County where roads, schools, and services can support it.

    These decisions affect traffic, school capacity, and the character and quality of life in our communities.

    The Development Envelope is part of Harford County’s Master Land Use Plan , which the County Council reviews and votes on.
